Party Transformation Toward “Election Machine” and the Construction of Its Relationship with Government: The Experience of KMT(2000~2012)

This study tries to explore KMT's transformation and type of its relationships with government from 2000 to 2012. This paper discusses one of the most important issues during this period: the transformation with a major purpose of becoming “election machine”, and the relationships between party organization and government caused by this transformation, especially about constructing problems of whether president should be the chairman of the ruling party at the same time when KMT held the reins of government again in 2008.

Judicial Independence Reform and the Breakdown of the Kuomintang Clientelism in Taiwan

This paper tries to understand the role of judicial independent reform in the process of the breakdown of the Taiwanese clientelist system. The author argues that the decrease of coercion diminishes the ability of the authoritarian party to control and protect its brokers or local politicians. Democratization decreases the role of coercion in politics. The patrons cannot easily use coercion or the legal system to punish their brokers and clients any more after democratization.

Returning to Feng-Mang County: The Success and Failure of the Kuomintang Political Machine

With two elections in the same locale, this paper studies the importance of vote-buying to the Kuomintang political machine. The author argues that the role of vote-buying in the KMT political machine is similar to that of lubricating oil in an engine. Without vote-buying, the KMT political machine can not function well.

The Making and Operation of a Kuomintang Candidate's Vote – Buying Machine

Vote-buying has long been a wide -spread phenomenon in elections on Taiwan. It is most commonly practiced by the Kuomintang candidates. This essay analyzes the making and operation of the vote - buying machine of a KMT candidate. The information is collected from participant observation and in-depth interview of the KMT campaigners of different ranks. The article claims that local factions are an important instrument for the KMT in exercising large -scale vote-buying.
